Why the powder’s  level measuring is the difficult in the industrial level measuing field?

As we know , the powder’s level measuring is much difficult than the liquid level measuring , what is the main reasons ? one is the dielectric constant of plastic particles and powders is very low, generally around 1.5~1.8, and the echo signals of radar  waves are usually very weak, even affecting normal level measurement; another reason ,whether it is plastic particles or other powder, there will be a large amount of dust raised, and the measurement environment is very harsh; such as cement, coal and powder. Under large dust conditions, traditional level meters are easily interfered by dust, resulting in measurement Inaccurate.

Can the powder level be monitored and measured accurately by non contact radar level meter ?
